'Monitoring fiscal deficits in recessions and ordinary times: can we really regulate governments?'

Professor Andrew Hughes Hallett

Andrew Hughes Hallett is Professor of Economics and Public Policy in the School of Public Policy at George Mason University, and at the University of St Andrews in Scotland. He is a graduate of the University of Warwick (UK), holds a Doctorate from Oxford University, and was Visiting Professor in the Economics Department at Princeton University and Fulbright Fellow (1992-4), Bundesbank Professor at the Free University of Berlin (2005), and visiting Professor at the Universities of Frankfurt, Rome, and Paris.

Professor Hughes Hallett is a Research Fellow at the Centre for Economic Policy Research in London; a Fellow of the Royal Society of Edinburgh (Scotland’s Academy of Sciences) and former chair of their Economics Committee; joint editor of the Scottish Journal of Political Economy; and correspondent for the American Mathematical Society. Since 2007 he has been a member of the Council of Economic Advisors to the Government of Scotland, and an expert advisor to the Calman Commission (the UK government commission on devolution in Scotland).

His research interests are in the fields of international economic policy, the political economy of monetary integration and the theory of economic policy. He has published 260 papers in leading academic journals and books and has given expert evidence to select committees of the Houses of Parliament on several occasions.

He has also acted as consultant to the World Bank, the IMF, the Federal Reserve Board in Washington, the Institute for International Economics (Washington), and to the UN, UNESCO, OECD, the European Commission, the Dutch government, to various other governments and a number of central banks.
