On 2 March 2023, a distinguished panel of competition law and policy experts convened in front of a full house for a debate on an extremely timely topic: “The Assessment of Non-Horizontal Mergers in (Digital) Markets”. The event, moderated by Professor Ioannis Kokkoris (Chair in Competition Law and Economics, and Director of the Centre for Commercial Law Studies at  Queen Mary University) saw the participation of Nicholas Levy (Partner in the London and Brussels offices of Cleary Gottlieb Steen Hamilton), David Stewart (Executive Director, Mergers and Markets at the Competition and Markets Authority), Paul Csiszár (Director of Basic Industries, Manufacturing, and Agriculture at the Directorate Generale for Competition of the European Commission), and Joe Perkins (Senior Vice President and Head of Research at Compass Lexecon).

The discussion focused primarily on two issues. First, the speakers looked at whether new theories of harm (e.g. ecosystem) could more effectively address harm arising in digital markets. Second, the panel focused on the suitability of the various types of remedies that would be needed to address such theories of harm.
