Professor Valsamis Mitsilegas was invited by the Commission Experts’ Group on European Criminal Policy to present his thoughts on the future of European Criminal Justice after Lisbon and Stockholm at the Group's meeting of 12 March 2014. Professor Mitsilegas highlighted the move towards the constitutionalisation of European criminal law. He also noted the shift of focus of European criminal justice from an emphasis on inter-state law enforcement co-operation to the central place of the individual in Europe's Area of Freedom, Security and Justice via the application of the EU Charter of Fundamental Rights and principles of European constitutional law such as direct effect.
