Transcript of an interview with David Trimble, UUP MP for Upper Bann, by John Humphrys for the BBC On the Record on 22 October 1995. Just over one month later, on 28 November, the British and Irish governments issued a Joint Communiqué. This outlined a twin-track process to advance progress on the issues of decommissioning and all-party negotiations. The proposals included the establishment of an independent body to advise the British and Irish governments on paramilitary decommissioning and the beginning of all party negotiations by the end of February 1996.
