Seven months after the referendum endorsing the Belfast/Good Friday Agreement and six months after elections to the new Assembly were held an Executive has not been set up. The Ulster Unionist party has said it will not form an Executive until the IRA begins decommissioning. Gerry Adams believes that the UUP are deliberately frustrating the Agreement and expresses disappointment that only one of the institutions outlined in the Agreement has been set up thus far – the shadow Assembly.
