Transcript of an interview with John Major, Prime Minister of the United Kingdom, on 29 December 1995. On 28 November the British and Irish governments issued a Joint Communiqué. This outlined a twin-track process to advance progress on the issues of decommissioning and all-party negotiations including the establishment of an independent body to advise the British and Irish governments on paramilitary decommissioning and the beginning of all party negotiations by the end of February 1996. In this interview Major discusses the scope of the Mitchell Commission’s activity. On 24 January 1996 the Mitchell Report was published presenting six principles as a basis for political negotiations including that decommissioning should take place simultaneous to all-party talks.
