The Stormont talks, which had begun in June 1996, continued in early 1998. On 12 January the British and Irish governments issued the Propositions of Heads of Agreement document which was acceptable to most parties involved in the talks, although Sinn Fein refused to commit to its proposals. McGuinness explains Sinn Fein's position on the document. On the Record was BBC's flagship political programme.
