Video interview with Ronnie Flanagan, Chief Constable of the RUC, by John Irvine for ITN on 12 July 1999. Tensions were high between local communities in Northern Ireland following disputes over the annual Drumcree march and the ongoing political debate over decommissioning. Five days earlier the Orange Order had decided to change its 12 July parade rallying point to Ormeau Park in protest at an earlier Parades Commission ruling. Three days later the Parades Commission permitted the parade to pass through that area. Flanagan discusses the security arrangements in response to the parade.
