The Hillsborough Declaration from the British and Irish governments one day earlier created a framework for progress towards power-sharing government in Northern Ireland and invested the IICD with responsibility for scheduling IRA decommissioning. Mowlam and Donaldson discuss the Hillsborough talks and the potential of the Declaration to progress the peace process.
