Transcript of a press conference with John Major, Prime Minister of the United Kingdom, and John Bruton, Irish Taoiseach, on 21 December 1995. On 28 November the British and Irish governments issued a Joint Communiqué. This outlined a twin-track process to advance progress on the issues of decommissioning and all-party negotiations. The proposals included the establishment of an independent body to advise the British and Irish governments on paramilitary decommissioning and the beginning of all party negotiations by the end of February 1996. In this press conference Major and Bruton discuss the progress that has been made on these issues since the Communiqué.
