Professor Philip Cowley wrote to The Times letters on the issue of the franchise in any fresh Brexit referendum. He writes: “What there is not, however, is any case for fighting a second referendum using a different franchise from that of the first. As it is, in the event of any new vote, many of those who voted Leave in 2016 will understandably feel the political establishment are ignoring them. There cannot, in addition, be any suspicion that the establishment has put its thumb on the scales.”
