Abstract
The intentions of Friedman’s (1968) Presidential Address are reconsidered. The text, drafts of it, Friedman’s discussions of the same issues before 1968, and after that date, and his own references to the 1968 paper are considered. They all suggest the interpretation of the paper as an attack on policy based on the Phillips curve is fundamentally flawed. Friedman was not pursuing any such goal. Rather, the paper was about rules and discretion, and the Phillips curve is only barely relevant.
